I just checked my VHS copy and it's there as well on both the Hi-Fi and linear audio tracks.
I'm guessing you have either a mono VCR or a linear stereo VCR, so your problem may be a misalignment of the A/C headstack or, more likely, dirty buildup on the headstack and/or the capstan.
Your VCR may need a thorough tape path cleaning.
The scream occurs on the left channel and, with the linear tracks, anything that could cause the A/C head to miss the left channel will cut out the scream.

Buzz Lightyear makes it when he's knocked out of the house from Andy's room by a desk lamp right after he rolls out of the way of a rolling globe onto a window frame.
The sound effect plays right after Buzz Lightyear is struck by the desk lamp.
And I just watched my LaserDisc copy of this movie.
Chapter 11, 27:58 on side 1.
