That is a simple one... Using their "muscle" would be considered abuse of power when there is a less agressive way to deal with it. A tazer only causing the muscles to tense up and immobalize the individual until he calms down. But one they release the button he is ok. Now for those that stated that he was tazed while cuffed i agree that once an individual is in custody the use of a tazer is unethical.

i dont know what this guy did but this is dishonorable! somebody said, the level of the civilization of the nation, you can see how they treet his convicts.
